the Municipality of any department of the Government or any
part of such a department whether the same are conferred by
any enactment or otherwise, and may by the same or any
subsequent resolution make such incidental, consequential and
supplementary provisions as appear necessary or proper for
carrying the transfer into effect including any necessary
modifications of any enactment affecting such functions.
(2) The Legislative Council may by resolution amend any
resolution previously made under this section.
127. (1) The Council may, with the consent of the
Governor, delegate to the Government or any department or
officer thereof, either wholly or in part and with or without
conditions as the Governor may think fit, any functions of the
Council or any officer thereof, except
(a) functions for the discharge of which the Council
are required by any enactment for the time being
in force to appoint a committee; and
(b) the power of borrowing money,
(2) Where functions are delegated under this section,
the Government or the department or officer thereof discharging
those functions shall act as agents for the Council and the
Council shall defray the expenses incurred in discharge of those
functions.
128. - (1) An officer or employee of the Council when
acting in the course of his duties in furtherance of the
discharge of any functions transferred to the Council by this
Ordina
Ordinance or by any resolution of the Legislative Council made
under this Ordinance or by any other enactment shall have all
the functions and privileges and may exercise all the powers
which, before such transfer, were had and might be exercised by
the officer performing those duties.
(2) An officer of or person employed by the Government
when acting in the course of his duties in furtherance of the
discharge of any functions delegated to the Government or any
