BY-LAWS
Power of the Council to make By-Laws.
118.- (1) Without prejudice to the power of the Council
to make by-laws by virtue of the provisions of any other
anactment, the Council shall have power to make by-laws with
regard to matters in respect of which they are authorized or
required by this Ordinance or any other enactment to discharge
any functions and generally for the better carrying into effect
of the purposes of this Ordinance or any such other enactment,
including by-laws with regard to the issue of licences and
permits, the imposition and fixing of fees, and the fixing of
charges (which charges may be made payable in advance) to be
paid in respect of services rendered or to be rendered by the
Council.
Any such by-laws may be made with respect to the municipality
generally or with respect to any particular areas thereof.
(2) No by-law made by the Council under this Ordinance shall
be held to be invalid on the ground that it imposes obligations
or confers powers which exceed the obligations imposed or the
powers conferred by any enactment dealing with the same subject-
matter as the by-law in question.

Fines for offences against by-laws.
8.251
(4) The by-laws shall be made under the common seal of the
Council and shall not have effect until they have been confirmed
in the manner required by the last preceding sub-section.
119. By-laws made by the Council may contain provisions
for imposing on persons offending against the by-laws fines,
summary conviction, not exceeding such sun as may
recoverable
be fixed by the enactment conferring the power to make the
by-laws, or if no sum is so fixed or if the by-law is made by
virtue of the powers contained in this Ordinance, not exceeding
