C (b) be sent to the Governor/within one month
after the completion of the audit of the
accounts of the Council for the year in respect
of which the return is required to be made, and,
if the audit of those accounts is not completed
within six months after the end of the said year,
at the expiration of those six months;
(a) be made by the clerk of the Council and certified
by the municipal treasurer or other person whose
duty it is to keep the accounts of the Council.
(3) Where a copy of the financial statement is sent to
Canthe
the (Colonial Secretary under the provisions of sub-section (3)
of section 101 of this Ordinance, a return of the income and
expenditure comprised in such statement need not, unless the
Governor/ so requires, be sent to the Governor under this
section, and the copy shall, for the purposes of this Part
of this Ordinance, be deemed to be a return made under this
section.
116. If any person fails to make a return which he is
required to make under the last preceding section he shall
be liable, on summary conviction, to a fine not exceeding
five hundred dollars, and notwithstanding the recovery of any
such fine the making of the return may be enforced, at the
instance of the Governor, by mandamus,

the Council shall transmit to the Governor/a written report
signed by the clerk of the Council containing a short
summary of the proceedings of the Council during the preceding
year.
(2) The Council shall, from time to time as may be

required by the Governor, give to him such information with respect to their functions and proceedings and the functions and proceedings of their committees as the Governor/ may require or as may be required by the Legislative Council.
