(a) in pursuance of the specific requirement of any
enactment;

in pursuance of an order of a competent court

(a)
or of a magistrate acting in discharge of his
Judicial functions;
in respect of any remuneration of
(1) the Chairman of the Council or
(ii) any other officer or person whose remuneration
is payable by the Council;
in respect of any amount received by the Council
the refunding of which is certified by the lerk
of Councils to have been ordered by the Governor in
Council under the provisions of the Crow Fees
Ordinance, 1870, or any other enactment.
(3) Any person aggrieved by an order of the Council made
under this section may apply to the Supreme Court in its
Original Jurisdiction and on any such appeal the Supreme Court
may give such directions in the matter as they think proper,
and the order of the Supreme Court shall be final.
General
76. Nothing in this Part of thi Ordinance shall be deemed
to require or authorize the Council to apply or dispose of the
surplus revenue arising from any undertaking carried on by them
otherwise than in accordance with the provisions of any
enactment relating to the undertaking.

77. The Council may, with the consent of the Governor and
subject to any conditions which he may impose, borrow such sums
as may be required for any of the following purposes, that is
to say:-
(a) for acquiring any land which the Council have
power to acquire;
