enactment (including any enactment in this Ordinance) for the

time being in force.

Finance Committee.

47. (1) The Council shall appoint a finance committee

consisting of such number of members of the Council as they think

fit for regulating and controlling the finance of the Municipality,

and shall fix the term of office of the members of the camittee.

(2) Subject to the provisions of any enactment, no costs, debt

or liability exceeding one thousand dollars shall be incurred by the

Council except upon a resolution of the Council passed on an estimate

submitted by the finance committee.

General Provisions relating to Committees.

48. A person who is disqualified under Part III of this

Ordinance for being elected or being a member of the Council shall

be disqualified for being a member of a committee or sub-committee

of the Council, whether the committee or sub-committee are appointed

under this Part of this Ordinance or under any other enactment, and

the provisions of section 45 of this Ordinance shall apply as

respects any such person with the substitution therein, for

references to membership of the Council, of references to membership

of the committee or sub-committee:

Provided that

May

(1) a person shall not be disqualified for being a member of

an education committee by reason only of his being a teacher or

holding any other office in a school or college which is aided,

provided or maintained by the Council, and

(2) a person shall not be disqualified for being a member of

any committee or sub-committee by reason only of his holding any

office or situation of emolument under the Crown.

49. Section 39 of this Ordinance shall apply in respect of

members of a comittee or sub-committee of the Council, whether

appointed under this Part of this Ordinance or under any other

enactment, as that section applies in respect of members

of the Council, subject to the following modification, --
