resided in the Colony for not less than one
year since attaining the age of twenty-five
years; or
(c) being a Chinese who is not a British subject
has resided in the Colony for not less than
ten years out of the fifteen years immediately
preceding his nomination as a candidate for
election as a member of the Council or his
nomination or appointment as such a member.
22.
A person ceasing to be a member of the Council
shall, unless he is not qualified or is disqualified, be
ligible for re-election.
23. The acts and proceedings of any person elected,
nominated or appointed as a member of the Council under
the provisions of this ordinance and acting as such
shall, notwithstanding his disqualification or want of
qualification, be as valid and effectual as if he had
been qualified.

24. (1) A person elected, nominated or appointed
to the office of councillor shall not, unless he has made
a declaration of acceptance of office in the form prescribed
in the Fourth Schedule to this Ordinance and the declaration
has within two months from the day of the election,
nomination or appointment been delivered to the Clerk of
the Council, act in the office except for the purpose of
taking such a declaration.
(2) If such declaration is not made and delivered to
the Clerk of the Council within the appointed time, the
office of the person elected shall at the expiration of
that time become vacant.
(3) The declaration shall be made before either
(a) two members of the Council; or
(b) the Clerk of the Council; or
