The letter from Mr. MacDougall, at No.1, encloses the first drafts of three Ordinances that will be necessary for the establishment of the Municipal Council in Hong Kong in accordance with recommendations submitted by Sir Mark Young and now formally approved by the Secretary of State. The three Ordinances in question are:

a) The Municipal Council Ordinance

b

The Municipal Council Electors' Ordinance The Corrupt and Illegal Practices Ordinance.

2. In discussions with Sir Alexander Grantham before he left to take over the Governorship of the Colony, he stated that he would wish to have included in the Municipal Ordinance a section providing that if, for any reason, the Municipal Council are unable to discharge their functions, the latter shall be exercised by the Governor-in-Council. Sir A. Grantham said he recalled that similar provision existed in the Ordinance establishing the Municipal Council in Kingston, Jamaica, and, he thought, in certain other West Indian territories.

3. I would be very grateful, therefore, if you could perhaps turn up the sections of this and similar Ordinances which we might send out to Sir A. Grantham as a model. Does a similar provision exist in the Hong Kong Urban Council Ordinance?
