(i) Upon proof before a magistrate of any contravention of [s.26 contd.] any of the provisions of this sub-section the master or other person in charge of the vessel in question shall be liable to a fine not exceeding two hundred and fifty dollars or to imprison- ment for any term not exceeding three months.
(j) If the master or the person who was in charge of the vessel in question at the time of the contravention cannot be found, or if there was no person in charge at the time of the contravention, the licensee of the vessel in question shall, upon proof before a magistrate of the fact of the contravention, be liable to a fine not exceeding two hundred and fifty dollars, whether such licensee was aware of the contravention or not.

(3) Except as is provided by section 25 (3), or except in cases of ships of war, or ships carrying mails in respect of the mail signal gun, no cannon, gun, firearm or firework of any description shall be discharged, without the sanction of the Harbour Master, within such portions of the waters of the Colony as the Governor in Council may by regulations prescribe, Regulations from any ship, junk or boat, under a penalty not exceeding two hundred dollars.

27. The Harbour Master may, by written notice, require any Harbour
to remove, within a reasonable time to be specified in such notice, any obstruction, whether floating, submerged or obstruction, sunk, in the waters of the Colony, caused by such person belonging to him or in his charge or keeping; and if such person fails to remove the obstruction within the specified time, the Harbour Master shall cause it to be removed, and may recover the expenses of removal from the person named in the notice; or, if no such person can be found, the obstruction, when removed by the Harbour Master, may be sold to defray the expense of such removal.
Moorings and buoys.
28.—(1) It shall be lawful for the Harbour Master to place Government in the waters of the Colony such Government moorings and moorings. buoys as may be approved by the Governor, and to allow the use thereof on such terms and conditions and for such fees as the Governor in Council may direct.
