It was agreed that in particular the following points should be noted for further consideration at a later stage in the Committee's deliberations:
(a) Suggested improvements in the immigration arrangements. (b) Suggested constitutions for a Port Advisory Committee.
(a) The need for the early adoption of a comprehensive development plan of which suggestions for the
improvement of the port facilities would form part.
After considerable discussion it was agreed that the Chairman should write to Government expressing the Committee's considered opinion that the rehabilitation of the Colony had reached a stage when the lack of an agreed and comprehensive development plan for the whole Colony was retarding further rehabilitation in every respect, and that the Committee felt it was a matter of great urgency that such a plan should be prepared and approved as speedily as possible in order that any plans for the improvement of port facilities could be oo-ordinated therewith.
