I beg to apologize for not having replied to your letter of the 9th instant, within the time specified.
I was under the wrong impression that a reply was requested not later than the 29th instant, and having been very busy, my study of the report was deferred until today, when the mistake was discovered.
A first impression of the report is that the system operating in 1941 would be preferable.
