In reply to your letters of September 23rd and October 9th, I personally feel that my knowledge respecting Port facilities is necessarily limited by my absence from the Co..ony from 1922 to 1945 and accordingly I can hardly be expected to expross a worthwhile opinion.

However, on perusal of the Report I believe the Government could not do better than be guided by the calibre and experience of the late Sir David Owen and adopt the suggestion in paragraph 84 of his report.
