One independent person of business experience and with a knowledge of Port affairs to be appointed as Chairman by the Governor on the nomination of the other members of the Trust duly held for the purpose.
It might also be advisable to include a representative of the Municipal Council if and when it is established. For the success of such a suheme it is strongly urged that the majority of the Committee should not be Government servants, and that the Committee should not be limited in its power to mere advice but should have direct access to Government for the purpose of submitting its recommendations and representations.
