The functions of the projected Municipal Council must at some stage extend to the control (and possibly also the actual running) of ferries and other public utility services connected with the harbour. The need for fresh consideration of the problem of linking together and co-ordinating the functions of port administration, airport management, municipal administration, and Government is no doubt recognized. (An elective Municipal Council should in any case be represented upon any Trust or Authority created for the purpose of port administration).

7. I believe that it would be in the best interests of the Colony if the Owen scheme were suspended, and the problem of co-ordination referred to in para.6 were considered as a whole, rather than piecemeal. In that event, there would still, in my opinion, be a strong case for such a system as is suggested in para.4 above.
