"With reference to your letter of the 23rd Septembor, 1940, we have the honour to submit for considoration of your Committee our views as follows:
(a) The establishment of a Port Trust will not bring
about much improvement on the existing port administration but would on the contrary mean the creation of a new organization, the cost of which must increase operating costs of the port.

The present administration and control of the Port could carry out all the requirements of the Port Trust.
The present administration is handicapped and progress has been retarded by the failure of the Government to come to an early decision regarding its future policy regarding the port. As soon as some definite indication can be given the private enterprise will be able to carry out without delay any sch me recommended by the present administration.
At present there is room for more effectivc co-ordination between the Government departments concerned with the Port. At present each department endeavours to do what, in its own opinion, is best for the Port.
We feel that all departments having anything to do with the operation of the Port should be brought together and should work under the direction of a department which controls and administers the Port. Under this arrangement problems regarding future improvements could be examined with the minimum loss of time and the projected works be started without delay.
We are definitely in favour of the formation of a Pɔrt Advisory Committee as set out in paragraph (e) of the Terms of Reference,"
