alternative methods of appointing an Acting Chairman and noted the probability that none of the other Commissioners would be able to spare the time to act as a full-time Chairman. After discussion it was agreed that the arrangements proposed in the draft were satisfactory.

It was suggested that one of these sub-paragraphs should be enlarged to give the Governor power to revoke an appointment in the event of a Commissioner being proved to be unsuitable, e.g. by committing a heinous offence.

Delete "six consecutive months" and

insert "nine consecutive months".

Insert after the end of the first

line "at the time of that meeting".

Delete "the matter" in the seconā

line and insert "that matter".

The Committee desired it to be

recorded that they discussed at length the definition of matters in which Commissioners would be considered to be interested, and, while not recommending any further changes in the draft, they consider that this question should be given further thought in Hong Kong with a view to securing on the one hand tho maximum protuotion of the Port Trust's interests and on the other the effective participa- tion in its affairs by import- ant members of the interests affected by its activities who are appointed as commissioners.
