(iii) "Piers and Gotown Committee"

to concern itself with matters calculated to improve the reception, berthing and despatch of vessels, together with the improvement of facilities for shipping and cargo handling all of which have a direct bearing on the renewal of Pier Licences, etc.

(iv) "Marine Committee"

to deal with the maintenance of harbours, sounding, charting, wreck removal, lighthouses;, lights, signal stations, aids to navigation and matters affecting the entry of vessels into the port.

(v) "Staff and Labour Committee"

to deal with the appointment, promotion, pay and conditions of service of the officers and employees directly under the control of the Commission.

It is not thought necessary to include on the Commission a representative of the Royal Navy for whatever policy the Commission may adopt it would, of a necessity, have to conform where military interests are concerned to the policy of Imperial Defence and Requirements in those particular directions.

The foregoing is only intended to form what might be termed a debatable framework for the future government of the Port of Hong Kong.

The commitments and responsibilities of the Shipping Contral Board have not been lost sight of, for it is anticipated that a quorum of its members would be on the Commission and in the form of a sub- committee would be able to wind up the affairs of the Board or, if required, continue to operate the requisitioned vessels at least over a period necessary to meet the immediate needs of the Colony.

The Secretary would probably be a Cadet Officer in the case of a permanent Commission,

(b) During the early life of the Commission the first three

Unofficial Commissioners would represent the three business houses and associated interests as stated in paragraph 4, but should the Commission prove suitable to existing conditions and the trend of events they would be designated as follows:

(i) A representative of the Shipping Interests.

(ii) A representative of the Wharf and Warehousing Interests.

(iii) A representative of the port docking and repair

facilities.

(iv) A representative of the Importing and Exporting

interests.

(v) A representative of the Chinese Chamber of Commerce.
