Matters relating to the provision and upkeep of

signal stations and the efficiency of reports from shipping approaching the port.

Advise Government on such matters as may be

submitted to them for consideration, e.g. Fishery Research, Refuse and Sewage Disposal, etc.

As soon as possible, the Commission will cause a

comprehensive plan to be prepared for the future development of the Port.

This plan will be submitted to Government at any early date and a time fixed for its approval and submission to the Colonial Office.

So far as the Pier Licences are concerned, it is considered that the best course to follow would be for all existing licences to be cancelled at the date of expiring and all such undertakings to be at Government disposal. On advice from the Commission, who would decide whether such under- takings were being operated to the benefit and development of the Port, the licences would be re-issued to the appropriate operators on condition that such facilities conformed to the Port Develop- ment Plan and were maintained and operated to the continued satisfaction of the Commission who would, from time to time, advise on the renewal of the licence under review. Existing piors which failed to conform with the Development Plan would be condemned and removed, but bona fide operators might be allowed to construct an approved pier or rent or lease a pier constructed at Government expense in accordance with the scheme of development and in the public interest.

The Commission would be the executive body for the

approved Development Plan, and would administer the funds placed at their disposal during the financial year for works as indicated by the agreed upon order of priority. New works, maintenance and inspection would be the direct concern of the Port Engineer and his staff.
