This Committee recommended against the establishment of a Harbour Trust (which they referred to as a "Port Trust") see paragraph 15(a) at page 21 of the Committee's Report (copy below) and that a Port Committee be set up instead paragraph 15(d) ss.

15(d) ss. at page 23 of their Report. These recommendations of the Enquiry Committee were accepted by the Governor and, after consultation with the Ministry of Transport and the Admiralty, by the Secretary of State see (6) on 54145/1/47.

2. The Governor now reports in (1) that the Port Committee has been set up. He adds comments and recommendations on certain points of detail raised by us in (6) on the 1947 file. At Mr. Mayle's suggestion (see minute of 25/4) it is proposed to accept the Governor's recommendations and to write to the Ministry of Transport and the Admiralty as in drafts. On receipt of a reply from the Ministry of Transport we should then inform the Governor of the Secretary of State's agreement with his recommendations.

3. The Secretary of State himself passed (6) on the 1947 file and will,

I think, be interested to see the Governor's reply, but it is perhaps not necessary to bother him until we are ready to reply in our term to the Governor.
