the attached draft letter of acknowledgment to Professor Forster in respect of the report he has recently submitted on the educational work carried on in Stanley, in order not to delay the circulation of the file which I have sent in red to Mr. Cox, in connection with the forthcoming meeting of the Advisory Committee on Education.
