Resignations, retirements and transfers to other Govern- ment departments have reduced the establishment of the European Inspectorate to 210 (including 10 Chief Inspectors) which is considered to be the theoretical minimum for working efficiency as far as can be foreseen for the next two years. An active establishment of 210 would include a bare minimum for leave and training reserve, and while officers continue to be allowed to take very long accumulations of leave before retirement (in some cases, extending to almost 2 years), it is necessary to request that approval be given to overlapping recruitment.

In order that the active establishment should not fall below 210 during the early months of next year, I must request the recruitment of 22 sub-inspectors, to replace the 22 members of the Inspectorate now on leave prior to retirement. Such recruits will be supernumerary to establishment for the time being, but will have been absorbed into the active establishment by May, 1948.

4. It would be of advantage if the candidates have previous police experience and transfers from the ranks of the Palestine Inspectorate would be welcomed. Officers transferred from within the Colonial Service should be given credit and increments for their service, and will retain their seniority on appointment in the Hong Kong Inspectorate.

Until the new salaries recommended for the Police Force by the Salaries Commission are approved and put into force, it would be unsatisfactory to offer transfer on the present conditions, but I shall be grateful for your approval in principle of these appointments supernumerary to establishment. Mr. D.W. MacIntosh, 0.B.E., the Commissioner of Police, will arrive in the United Kingdom on leave in December and will be available for consultation in regard to the selection of candidates, which could be usefully deferred until the revised rates of salary can be offered. anticipation of the revised rates and terms of service being approved, the vacancy form, which is attached, is made out accordingly.
