I refer to your letter of 6th February about the Chinese Police Inspectorate at Hong Kong.
The position as I understand it is that a fairly large scale re- organisation is on the way but that meanwhile you wish urgently to proceed with recruitment of a superior type of man in the Chinese Inspectorate to offset the reduction in the Europeans and for that purpose you are satisfied that a considerable improvement in scales is required. On that understanding,
We agree to the introduction of the scales set out in
the first parágraph of your letter.
