Treasury would be glad if you would elúdicate the annually recurrant high cost of living and rehabilitation allowance, which will ake the cost of the Indian section, over four times the estimated figure for 320 in the schedule enclosed with 0.0.4.0.‘a savingrum No.1366 of 3ta January. It would be appreciated if these allovances, salaries, and rations could be expressed in terms of cost per bead,

Proposal in paragraph 6 or savingram No.1366 was to pay Indians ou a scele based on the Chinese Police rates but reduced to allow for freo ratiobe issued to Indiana, Your Selegram No.313 paragraph (4) proposed that Indians should receive the same pay as Chinese plus ratious. Grateful if you will indicate the reasons for the relatively more favourable treatment of the Indians which is now proposed.
