I propose, therefore, that the whole of the Indian contingent should be discharged on: abolition terms and that only those who are considered suitable physically and from the point of view of their recent activities, should be recalled to duty in the new Indian Special Force. Naturally, where dismissal proceedings are justified, they will be instituted.
My proposal to abolish the whole contingent will avoid a considerable amount of administrative difficulty involved and invidious distinction between different sects. It will make it possible to select on more satisfactory basis those who are to return to Hong Kong and to avoid retaining undesirable persons, I, therefore, strongly urge your approval.
It is not possible to give figures of numbers likely not to be re-employed until the officer to be sent to India has been able to investigate each case in consultation with the Indian authorities. It is anticipated, however, that a fair number will not be medically fit for further duty in any case,
I would add that no special pension terms are involved as abolition does not carry in other branches of the service.
An early decision on the whole question would be appreciated, as we are paying these men in India until such time as their future is settled.
