We $2. must, I think, await the Governor's despatch of the 10th September to which he refers in the telegram, before coming to any conclusion on the
proposals in the telegram. Inasmuch as they involve discrimination between the Sikhs and the Muslims, they will of course require very careful consideration, and I think consultation with the
India Office.
