3. India Office have not repeat not been consulted. Their reaction is almost certain to be us above and it is felt that communication to them of your proposals might only prejudice the arrangements which will have to be made in India for finding men for the new force.

4. Suggest that European Assistant Superintendent who is to visit India should do no more than find out and report which of the existing members of the force are willing and fit to resume service in Hong Kong, and can establish (to the extent which other staff has been required to establish) their bona fides during Japanese war and occupation. Selection of mon for the new contingent should be deferred until this information is available and as a result of this visit it might be found that it will not bo necessary to take any measures which would be in any way open to criticism on the ground of discrimination. If you agree and will let me have particulars of officer and his itinerary, India Office will be approached with a view to securing all facilities for him unless you prefer to arrange that direct with Government of India,
