In view of the considerations brought forward by the Governor in his Ingram No. 31 and your further information that the Government of India has vetoed further recruitment of Indians for the Hong Kong Police Service, we can give the covering approval for the recruitment of the extra constables at a cost of £1,300 for the remainder of the financial year.
