You will recall our negotiations with the Government of India about the re-engagement of Indian members of the Hong Kong Police Force who returned to India after the liberation of Hong Kong from the Japanese. Those negotiations led us to consider the wider question of what complications may arise if Indian members of Colonial Police Forces one day find themselves the subjects of a foreign power, since arrangements regarding nationality in the event of the withdrawal of India or Pakistan from the Commonwealth have not yet been determined.

Your minute of 28th May and Mr. Seel's minute of the same date suggested that we should bring this question to the notice of Governors of all territories who have Indians in their Police Forces. I therefore prepared the draft savingram opposite (marked Draft C) for this purpose.

The final paragraph of your minute of 24th June directed that after action on io.69 and No.70 was complete, the file should be recirculated to General Department for further action on Draft C opposite. The further action is to consult Geographical Departments both as to (a) the

territories to which the draft savingram should be sent, and (b) the actual terms of the draft (see final paragraph of Mr. Seel's minute of 25th June).

I spoke with you this morning, and you agreed that this action should be taken by General Department.
