So far as I can see from Section 16 of
the Hong Kong Police Ordinance, dismissal must be held to connote discharge with ignominy, and is not a special term in relation to Police regulations. I invite attention to Mr. Fairclough's minute of 1st July, and to the suggestion in the last paragraph of that minute, with which I agree.
I have accordingly added a paragraph 3 to Draft B and a final paragraph to Draft A, incorporating this suggestion.
It seems to me very likely that the letters: referred to in paragraph 2 of No.68 will already have issued before Hong Kong receive our telegram and pass on the suggestion to their representative in Lahore. Even so, he could no doubt send out an amending letter and I definitely think we should make the point to Hong Kong.
