I think it might be desirable to state a little more specifically in these drafts precisely what the "complications" are, and I would also prefer to omit any reference to any other services apart from the Police. The same questions may arise no doubt in relation to other services, but in this matter, the Police, who are concerned with security, are in rather a special category. I have amended the drafts accordingly.
I am still not sure what impression the recipients of draft"C" will, or indeed are intended to, derive from it. The Hong Kong Government is, theoretically, in a position to avoid all possible complications which may arise in regard to nationality, by refraining from drawing any Indians for their Police Force from India. With the possible exception of Singapore (Mr. Man's minute of the 19th March) that position is not repeated so far as I know in any other Colony. Draft "C" is in fact intended for the Colonies which already have Indian elements in their Police Force, and, im watek, so far as my researches go, such Indians are for the most part drawn not from India but from local Indian resident population. The potential complications in respect of the se Colonies are therefore in any case unavoidable, and will not be affectti) to cary malevical intent by the contiriced recruitment of a few Patrians from Indria.
