Dear Kirkness,

The Exchequer and Audit Department has asked us to send a communication to Hong Kong raising certain questions regarding the cost of operating electricity companies in Hong Kong during the period of the British Military Administration.

The information required by E. & A is set forth in the note attached which I think, is in a sufficiently self-explanatory form to incorporate in a Despatch to the Governor, at the request of the War Office, referring to the Governor's Despatch to the Colonial Office, No.270 of the 20th November, 1947 (Colonial Office reference is on No. 55217/6/4A/47).

I shall be very grateful if you will kindly arrange for its de spat oh.
