After a brief inspection of accounts, I beg to submit the following report for your consideration.

HEAD OFFICE AND TAIPO OFFICES
No proper books for ledgers, Vote Ledgers, Imprest Account, Refund of Deposits (Land Sale Deposits, Suitors' Funds, and Miscellaneous Deposits, and Monthly Return.
No small safe to lock up money during the tiffin time.
No cupboard to lock up all receipt books (contradicting of G.0. No. 298).
PINGSHAN OFFICE.
Not even proper Cash Books and Collection Books.
I recommend that all proper books should be ordered and put into use as soon as possible. Three small safes, if possible, and three cupboards may also be ordered from C. of S, for use.
Mr. Leung Wing Cheung, although a bit slow, but he is a hard worker and has had twenty years' experience in collecting Crown Rent and fines, etc., should go to Taipo twice a week to advise and help Mr. Yu Fuk and lir. Mak Pak to prepare "B" Books, etc. While
Leung is away, Mr. Chung Tse Tsun should carry on his duty.

All money received by Taipo and Finshan should at least be brought to the Head Office twice a week.
I think A.D.O.S. and N. may please to check all acounts with the Shroffs every day and lock up the money overnight. (Pre-war system).
I beg also to apply for authority to use the car to go to Taipo and Pingshan while it is available.
