This seems to me to be making rather heavy weather of the whole business, but I suppose there is no alternative. I feel myself that it is a pity that the Governor did not act first and tell us afterwards, but, in the circumstances, I think, we should proceed as in draft herewith. I have altered the words "would appear to" in the draft, since we surely must know what our own Regulations mean.
