4. I am not able for the purpose of the public

statement to accept your wording regarding the

11,000,000 grant mentioned in paragraph 4 of your

telegram No. 402 as the whole Colonial Empire

played its part in the war effort although admit-

tedly the Far Eastern Colonial territories suffer-

heavily as a result of over

ed three years of Japanese occupation.

I trust,

(iv).

however, that the wording in paragraph 3 ()

above will be acceptable to you.

5. First announcement of above decisions must

be made in Parliament. This will be done on

afternoon of Monday, April 26th. Publication

of local statement in Hong Kong, as in Malaya,

should accordingly be made not earlier than

midnight of April 26/27 local time.
