to the financial position of the Colony 208
I must record in Serpell's absence that, in my view, we should have been consulted before any addition was made to the form of words approved by us and given in my letter to you of
(5) 2nd June, While, in fact, the clause you have added to
paragraph 6 in no significant way affects the point concerning a possible liability for the expenses of military administration which we felt quite strongly should be made to Hong Kong, it would have been better to have kept to the original form.
