I do not know what the position is now but I am sure this question must have been considered by Sir Patrick Abercrombie who recently went to Hong Kong to advise on the general problem of town planning.

It seems to me that this would be an opportunity finally of settling the problem and, if the valuable military lands in the centre of the business districts could be sold in connection with town planning and the Army reprovisioned elsewhere on an area basis, the, very high prices which land is at present fetching in Hong Kong should be sufficient in my opinion to settle the financial aspects of this matter without imposing a burden either on Hong Kong or U.K. finances.

As I have stressed above, I regard the present proposals as mainly an aspect of military contribution and my suggestion therefore of an appropriate solution does not appear to me to be irrelevant.
