Your despatch No.219 of 16th September, 1949.
Arising out of paragraph 3(b) of your
despatch No.302 of 24th September, 1948, Finance Committee agreed to the following procedure in respect of write-offs and abandonment of claims. The Financial Secretary was empowered to authorize, without prior reference to Finance Committee but subject to the approval of Legislative Council, the write-off of items and abandonment of claims up to a value of $200 provided that no question of principle was involved. other cases prior reference is made to Finance Committee for each separate item with explanatory remarks.

outlined in paragraph 2 of your despatch which the present practice closely follows.
