Office Accounting Officer will not give the certificate mentioned in paragraph 4(1) of Miscellaneous No.460B since, as I have mentioned above, that

As regards 1947/8 no action appears to be necessary on my part. No grant-in-aid was issued, the year has ended, and although there has been correspondence between our two Departments about the control of Hong Kong expenditure, no letter has issued as indicated in paragraph 1 of Miscellaneous No.460B notifying the institution of Treasury Control.
