I am afraid I am not clear what the position is vis-a-vis the letter at No. 8 on 54126/5/47 below addressed to Mr. Palmer. The minutes thereafter are singularly unenlightening.
On the 22nd January Mr. Serpell said it was desirable to settle the matter at an early date, but I am far from clear what proposals for settlement are. We certainly do not want Misc.460B as I see it, but something less rigid if possible, involving only major items. Is it proposed to consult the Governor? If so, I think we should quickly make up our minds what we want and then consult him.
