The question of the extent of Treasury control to be exercised over a Colony.i.e. whether a relaxation of Misc. 4603. should be sought in any particular case, is not one for me. On the question, however, whether it is simpler to operate full Misc.4603. control or work on a special modified form of Treasury control in a particular case, I agree with Mr. Bryant, also so far as this Department is concerned, that it is simpler to have the former. My experience has been that the enforcement of existing instructions usually leads to less work in the long run than that caused by relaxations of such instructions in favour of certain Colonies.
