Medical Department.
Increase in personal emoluments higher than in other Departments as operation of Chinese dispensary, for which 40,000 formerly provided under Charitable Services, has been considerably extended. It has also been necessary to take over temporarily, operation of certain hospitals formerly supported by charity. All this involved engagement of considerable temporary staff costing over 1,000,000, Sanitary Inspectors formerly paid under sanitary vote now paid under medical, the other charges, 2,750,000 of the increase is in respect of medicine, instruments and bedding. cost of Malaria Control, fuel, light, provision of uniforms, account for further 1,500,000.

Rehabilitation allowance and cost of living allowance account for 17,000,000 increase in other charges under this head. Passages and hotel accommodation for officers, consolidation of rent allowance under this head and cost of printing account for balance. Special expenditure includes 12,000,000 pre-occupation claims, 5,000,000 in respect of ex gratia grant to officials not interned, Items contained in paragraph 1 (b) and (c) of telegram No. 202 included, but partly offset by equivalent £70,000 on revenue side, as it appears that this sum is outright grant to University by His Majesty's Government, balance made up of cost of operating electricity companies, reinstatement funds in custody of Treasury (my telegram No. 290) and emoluments of military personnel on loan.
Police.
Although the Force is considerably over establishment, the fact that increase in personal emoluments is only of moderate dimensions is due to the reduction cf Indian contingent, Special expenditure covers purchase of new fleet of launches, transport to make the Force more mobile, cameras and other apparatus for Special Branch.
Publie Debt.
Provision has been made to bring redemption position on 3 per cent bonds up to date as no drawing took place during the war. See my telegram No. 499 or 4th July.
