Explanations of larger variation on 1941 figures
are as follows:-
Charitable services.
Large decrease due to transfer of certain
items to relief services.
D.O. North.
Increase under other charges largely due to
increase in vote for local public works.
Education.
Increase under other charges chiefly due to provision for 1,500,000 in respect of capitation grants. New grant code only came into operation in October 1941, and it was then the intention to issue a special warrant over $800,000 to meet anticipated cost, The 1941 figure is now too low owing to necessity for paying rehabilitation and cost of living allowances. Considerable increase in number of European teachers, owing to more favourable conditions, has been allowed for and large expenditure will be incurred on passages for teachers returning to the Colony.
Harbour.
Increase under other charges largely due to increased cost of coal of which estimated cost $800,000 more than in 1941,
Imports and exports.
Large decrease under other charges due tc abolition of opium monopoly. Formerly 1,000,000 provided for purchase of opium. There is, of course, corresponding lose of revenue.
Railway.
Increase of over 750,000 due to increased price of coal and oil, Most of the Balance due to increased cost of labour, As regards special expenditure, 6,000,000 is in respect of rolling stock, while the balance is mostly accounted for by tools and equipment and cost of relaying track.
