Please refer to your letter of 25th September, with which you encloseda draft telegram to the Governor of Hong Kong, on the raising of a loan to assist in financing special expenditure. We agree to the terms of this draft telegram but should like to see included in it, perhaps at the conclusion of paragraph 1, a reference to the importance attached by us to a substantial contribution to the loan from Chinese sources (see my letter to Mayle of 1st October).
