I enclose two copies of a telegram No.622 from Hong Kong suggesting that the loan ordinance should make provision for raising a loan of $150 millions instead of $100 millions sanctioned in our telegram No.1079 of 16th October 1946. Owing to a mischance this telegram has only just come to me for action and the Governor has sent a reminder.

'I am, therefore, sending you copies immediately in advance of our consideration of the telegram. In view of the unfortunate delay which has occurred I hope that we may be able to agree our reply to the telegram in discussion as soon as we are ready and I will telephone you in a day or two.

I am sending a copy of this letter to Hicks.
