I agree that we should discuss with the Treasury and the Crown Agents. I hope that it will be possible to arrange for this discussion to take place without delay.
As I understand the position, the Ordinance is urgent as there is a possibility of some deterioration in the conditions for the local issue of $50,000,000. The question of an issue in this country does not, I think, arise at the moment.
I would restrict the total amount in the Loan Ordinance to $100,000,000. The Governor's point at X in paragraph 2 of his telegram No.622 could be covered by a suitable explanation when the Ordinance is introduced.
Another point which ought to be discussed is whether we could not avoid asking for the Ordinance to be referred to the Crown Agents in draft.
