The following is an extract from a minute by the Secretary of State, dated the 18th January, on 54145/4/46:-

"I am concerned also about our critics here. We must do all we can to get our plans completed and a more vigorous policy of development operating in Hong Kong

practical assistance possible. Can we

send out the Labour Adviser without delay?"

In view of this, I think that Mr. Serpell should now be pressed by telephone to let us have his further comments, so that we can proceed to finalise the arrangements for the loan as quickly as possible. Would it not be possible to prepare a draft telegram to Hong Kong as a matter of urgency and send it to Mr. Serpell for his early concurrence, without waiting for his further comments? In view of the Secretary of State's instructions, there should be no further unnecessary delay in connection with this matter.
