Mr. James telephoned that Mr. Owen would be discussing with the Bank of England on Monday the question of omitting from the draft telegram the reference to the unfavourable loan prospects and would telephone to me afterwards on this point. Mr. James felt that it would be as well to let the Governor have this information now.
As regards the reports on wealth in the Colony, he referred to the article in the Economist and also the Times and said that he thought it ought to be mentioned to the Governor, but that he would not mind if it is included in the telegram about Mr. Evans Thomas' visit instead of in the present draft. I said that we would consider it in connection with the former telegram.
The only other two points he had to make were that the word "advance" in the first sentence of paragraph 1 of the draft was presumably an error for "finance" and, secondly, that it would be as well to insert the words "in London" after the word "loan" in the last sentence of paragraph 1. Both of these amendments should be made.

I have now cleared the draft telegram at No.12 with the Treasury and the Crown Agents, subject to the two small amendments referred to in the last paragraph of my minute of the 31st August. I have accordingly approved the draft on these lines and sent it to the Telegraph Section for despatch.
