effective immigration control in relation to Chinese
been feasible at the end of the war, and I realise that,
notwithstanding the partial immigration control now
applied to Chinese, there is need for some simple and
therefore inevitably somewhat summary procedure for
relieving the pressure of population in the Colony by
expelling undesirables.

I should, however, not wish the procedure
provided for in this Ordinance to be used except in an
emergency, or for the Ordinance to be kept in force,
when the conditions of over-population cease to prevail,
merely as a convenient method for securing the deportation
of a person. There is of course provision in Section
14 (1) (a) for suspending the operation of the Ordinance
and no doubt you will review the position from time to
time. I should, in any case, be grateful if you would
report in a year's time what use has been made of the
Ordinance and whether you consider its continued operation
is justified.
