5. Every alien aged 16 or over is required to register; this involves inter alia provision of prescribed particulars and notification of changes of residence.
6. Members of crews of ships or aircraft who are immigrants may enter only under and in accordance with the permit of the Immigration Officer.
7. There are provisions, only in force when and for so long as the Governor by proclamation specifies, under which non-alien immigrants may also be required to register.
8. The Governor in Council may by regulation under the Ordinance exempt any person or class of person either unconditionally or otherwise from complying with all
or any of the provisions of the Ordinance.
The Attorney General upon introduction of the Bill made known the Government's intention (in accordance with existing practice) to exempt persons of Chinese race from general compliance with the Ordinance. This exemption is unavoidable and must continue until necessity for control
of entry of persons of Chinese race is absolute and
capacity to enforce such control effectively is provided.
