paragraph 2 of your telegram under reference and to the introduction of stages (b) and (c)
if events render this imperative.
Please
inform me how you propose that these
restrictions should be promulgated,
particularly in Communist areas of China
whence you anticipate large numbers may come.
As regard
2. stages (b) and (c), will of course involve considerable effort if they are to be
effectively applied and may materially upset
the economy of the Colony. I should be
grateful to learn what measures you envisage
for controlling the land frontier, arrivals
by train and movements of junks and small
craft and also what economic repercussions
