Immigration Control.

On

British ship recently embarked 500 Chinese passengers in Taiwan who were not properly documented. hearing passengers would not be allowed to land in the Colony, owners diverted the ship to Macao. So far, Portuguese Authorities have refused permission for passengers to land but it is uncertain whether this attitude will be maintained if similar cases occur. It may therefore be necessary for me to introduce at very short notice some control over Chinese Passengers who try to enter from Macao. In the first instance travel documents only would be required but later it might be necessary to insist upon passports and later still upon visas

2. Grateful if imposition of restrictions upon entry of Chinese travellers from Macao may now be left to my discretion on the understanding that they will not be imposed unless there is clear evidence of likelihood of a serious influx from that territory.
